I am 20, and I have had baby fat hanging around my neck for years. I am 1.6m tall and about 49kilos. I have tried to diet, and exercise doesn't quite help either. What can be done?

It's an infortunate fact that some people have fatty areas which just don't budge when you diet. You are certainly not overweight, so I wouldn't recommend dieting. I think the best advice is to try to accept your appearance and make sure you wear clothes that suit you and that don't emphasise the bits you aren't so pleased with.
As a last resort you could consider cosmetic surgery, but I wouldn't recommend this. There are significant risks attached to any operative procedure that you must take into account. Remember, cosmetic surgery sometimes goes wrong and you could end up worse off.
