I'm 15 and my forskin doesnt retract farther than the head of my penis is this normal?

This is common enough to be normal, but may need something doing about it. It will depend on the cause. It would be sensible to discuss this with your doctor. Don't be shy, your doctor will be used to this kind of problem.
